The paper-reinforced plastic is supposed to keep the water and air from reaching the base of the house, but it doesn't work. It even dissolves after a few years of use. Instead, you should be using 12-inche wide piece of peel-and-stick that protects the raw edge, keeps bugs, out and deters air entry.
