Any time you have masonry on the exterior of a home, you need to make sure to incorporate base wall flashing. As you can see, this house has wood framing that has not been house wrapped yet. That's because house wrap isn't enough protection, hence the use of base wall flashing, which takes any water that runs down the wall and flushes it out.
